A planning principle set out in Article 16 of the Waste Framework Directive and implemented through the Waste (England and Wales) Regulations 2011. It requires that waste should generally be managed as close as possible to its place of production to minimise environmental, social, and economic costs of transportation. Waste planning authorities must ensure disposal and recovery facilities comply with this principle.
