Any operation where waste serves a useful purpose by replacing other materials that would otherwise have been used. Recovery operations are coded R1-R13 and include recycling, composting, energy recovery, and reclamation of materials. Recovery is preferred over disposal in the waste hierarchy as it extracts value from waste materials.
