Any person or business that transports waste as part of their business, or transports construction or demolition waste regardless of whether it is their own waste. In England, carriers must be registered with the Environment Agency. There are two tiers: upper tier (for those who regularly transport waste) and lower tier (for those who only transport their own non-construction waste).
